What’s going on in Washington?

On September 13, the NASSP State Principals of the Year went to Capitol Hill to advocate for increased funding for Title II and Title IV of the Every Students Succeeds Act (ESSA) as well as loan forgiveness for school leaders and increased professional development opportunities for teachers and principals when implementing career and technical education programs. Supplement, Not Supplant Proposed Regulations Released

On August 31, the U.S. Department of Education (USED) released proposed regulations on the supplement, not supplant provisions of Title I of the Elementary and Secondary Education Act (ESEA), as recently revised by the Every Student Succeeds Act (ESSA). The USED will now consider public comments until November 7 with the goal of issuing final regulations before the end of the Obama Administration.

Chris Murphy (D-CT) and Richard Blumenthal (D-CT) were joined by U.S. Secretary of Education John King for a roundtable discussion in Hartford, CT, on the importance of diversity and equity in education. What’s going on in Washington?

On August 1, thousands of organizations and individuals submitted comments for the Notice of Proposed Rulemaking to the U.S. Department of Education on the proposed regulations for Title I of the Every Student Succeeds Act (ESSA). NASSP coordinated with the National Association of Elementary School Principals and 57 of our state affiliates to submit joint comments on behalf of the nation’s preK–12 elementary, middle level, and high school principals. ESSA Funding Recommendations Ignored as Senate Committee Passes LHHS-ED Appropriations Bill

After months of speculation, the Senate Labor, Health and Human Services, Education, and Related Agencies (LHHS-ED) appropriations bill moved through subcommittee and full committee last week with bipartisan support for the first time in seven years. The LHHS-ED subcommittee had $161.9 billion to work with for FY17, which was $270 million less than the FY16 enacted levels. The funding level was outlined in the Bipartisan Budget Act (BBA), which was a two-year bipartisan budget deal that prevented a government shutdown at the end of 2015 and partially restored sequestration cuts to non-defense programs. Where the Candidates Stand on Education

NASSP is keeping its finger on the pulse of presidential politics and where the candidates stand on education. Recently, the Committee for Education Funding (CEF) hosted its 2016 Presidential Forum to shed light on the candidates’ positions on education policy issues.

CEF invited each candidate, who was encouraged to send a high-level representative to speak if he or she was unable to attend. Senior Policy Advisor Ann O’Leary represented the Clinton campaign, while Policy Analyst Donni Turner represented the Sanders campaign. Several attempts were made to have representation from the Donald Trump campaign; however, no one was able to attend. (more…)

Improving Quality and Reducing Duplicative Assessments Under ESSA

Spring is here, which for students, educators, and parents means testing season has officially begun. In 2015, several states across the country witnessed the growing opt-out movement, where parents are withholding their children from assessments in protest of the Common Core State Standards and the inclusion of student test scores in teacher evaluations, as well as the overbearing standardized testing culture.

Last year in New York, more than 200,000 third through eighth graders sat out of standardized tests, and the movement has shown no signs of slowing down in 2016. In February, the NASSP Board of Directors stated its opposition to state and district opt-out (more…)

Advocating for and Celebrating Assistant Principals

This week is National Assistant Principals Week, and we’re celebrating the leaders who make things happen every day behind the scenes for our schools—assistant principals! Assistant principals are often the glue that holds schools together. This is a special week to thank them for everything they do to keep our schools safe and running smoothly, and to ensure the success of each and every student.

The U.S. Congress is also getting in on the celebration as well. On April 14, Sens. David Perdue (R-GA) and Thomas Carper (D-DE) introduced a resolution to commemorate the week. “Assistant principals play a key role in our education system, and their efforts deserve to be recognized,” said Sen. NASSP Issues Feedback as ESSA Implementation Moves Forward

On January 21, NASSP, along with the National Association of Elementary School Principals (NAESP), submitted comments to the Federal Register in response to the U.S. Department of Education’s (ED) request for information (RFI) on Title I of the Every Student Succeeds Act (ESSA). We requested that the Department issue regulations ensuring student growth measures are tied to state accountability systems; technical assistance for administering assessments and the timely delivery of results; guidance on measuring growth for English language learners; and technical assistance to identify effective measures to improve school quality.

In total, 369 comments were submitted from advocacy organizations, foundations, and various professionals throughout the education sector. (more…)
